Scott Martinez, CEcD

Scott Martinez recently began his fifth year as President of the North Louisiana Economic Partnership. (NLEP).  With offices in Shreveport and Monroe, NLEP serves 14 parishes. NLEP is one of only 51 Accredited Economic Development Organizations in North America.
 
A native of Laurel, Mississippi, Scott earned a Bachelor’s degree from Ole Miss as well as a Master of Science degree in Economic Development from the University of Southern Mississippi. He has been designated a Certified Economic Developer by the International Economic Development Council.
 
Prior to joining NLEP in January 2013, Scott served in economic development roles in the Houston and Austin, Texas markets as well as his home state of Mississippi. Scott's economic development work has been recognized with 6 national, peer judged marketing awards. Martinez currently serves as a Director of the International Economic Development Council. 
 

 

Liz Pierre, JD, EDFP

Liz Pierre heads NLEP's legal and research departments. Her responsibilities include providing demographic, real estate and community information to site selectors and companies looking to locate or expand in North Louisiana. She also assists communities with identifying and certifying industrial sites for development and works in business development, recruiting new employers to North Louisiana.  Liz is an Economic Development Finance Professional (EDFP) as certified by the National Development Council. 

Before becoming a part of the NLEP team, Liz worked with the Ouachita Economic Development Corporationa, a predecessor organization of NLEP. Her responsibilities there included coordination of a federal tax incentive program.  Prior to entering economic development, Liz practiced law in her family’s firm, Pierre & Pierre, LLC.  She also served as a contract attorney for the 4th JDC Indigent Defenders Board. 


Liz earned her Juris Doctorate from Southern University Law Center and her Bachelor of Science in Business Administration from the University of Louisiana at Lafayette. She is a graduate of the Economic Development Institute at the University of Oklahoma in Norman, Oklahoma and serves on numerous local boards, including the University of Lousiana System Board of Supervisors and the Workforce Investment Board (WIB) Area 81.
 

Christine Rambo

With nearly 25 years of communications, marketing and economic development experience, Christine Rambo directs NLEP’s communication strategies and marketing efforts. Christine is focused on marketing the region to prospective companies, enhancing the brand awareness of NLEP and promoting the positive perceptions of North Louisiana.

Christine previously worked as the state marketing specialist for a network of ten Louisiana Small Business Development Centers statewide. Prior to entering economic development, Christine worked for 12 years as an award-winning anchor/reporter for KTBS in Shreveport, LA and KNOE in Monroe, LA. She earned three Louisiana Associated Press Awards for her feature writing and investigative journalism and a national RTNDA award. 

Christine graduated cum laude from The American University in Washington, D.C. with a Bachelor of Arts in Communications. She is currently earning her Master of Business Administration from The University of Louisiana at Monroe and working on becoming a Certified Economic Developer (CEcD). She has served on the boards of numerous organizations, including the NOVA Workforce Institute, Silver Water Girls Scout, and Twin City Ballet Company.   

Angie White, CEcD

Angie White has 22 years of economic development, workforce development, and finance experience. For the last nine years, she has led NLEP’s Workforce Development and Talent Recruitment Program. Angie is a Certified Economic Developer, as designated by the International Economic Development Council.

Prior to joining NLEP, Angie worked for twelve years with EMP Global in Washington, DC as its Portfolio Officer and Investment Analyst with the Latin America Group.

She earned her Master of Business Administration and Master of Arts in International Affairs from the George Washington University in Washington, D.C. She is a Shreveport native and a graduate of Centenary College with a Bachelor of Arts in Political Science. She serves on the boards of the Shreveport-Bossier Business Alliance for Higher Education (SBBA), the Workforce Investment Board, Region 70 for Louisiana, and the Public Relations Association of Louisiana NW Chapter. Angie was honored with the Community Gem award from the Community Foundation of North Louisiana for her tireless community volunteer work. 


Sheena Black

Vice President

Business Development Strategy

Sheena Black leads NLEP's Business Development Program and is responsible for recruiting companies to the 14-parish region. Sheena has extensive experience in economic development, international relations and public policy.  She previously led a division within the Guam Economic Development Authority, where she supervised four analysts and worked to support international investors establishing businesses in the U.S. territory.  Prior to this, Sheena directly supported the Governor of Guam by helping oversee all state-level public safety agencies, including the Police Department, Fire Department, Homeland Security, Customs, and Department of Corrections. During her time in government, she received the Governor’s Award for effectively advocating the region’s interests on a U.S. Presidential task force and at international development organizations. 

Sheena’s experience extends into the private sector. She managed Department of Defense contracts valued at $21 million while working as a consultant with Deloitte Consulting and was instrumental in a business development initiative that secured a $200 million government contract.  Sheena received a corporate award for exceptional performance on a marketing campaign dedicated to Green Computing and IT Convergence and was subsequently sent to Yale University’s School of Business Management to complete an advanced consulting skills program.  Through her work, she has held security clearances with the Department of Defense, Department of Homeland Security, and Department of State.

Sheena has earned a Master of Arts in Law and Diplomacy at Tufts University and a Bachelor of Arts from University of California, Santa Barbara.  Sheena has also completed several prestigious fellowships affiliated with the East West Center, Institute for International Public Policy, Aspen Institute, and Center for Strategic International Studies Pacific Forum.  She currently supports the Industrial Asset Management Council on its International Task Force, AFCEA, and the Military Affairs Council. In addition, Sheena is working towards becoming a Certified Economic Developer (CEcD). 
 

Ashley Busada

Ashley Busada oversees NLEP's government relations department. She manages NLEP’s government relations and advocacy efforts that impact economic development in North Louisiana. Additionally, Ashley works to recruit companies to North Louisiana under Business Development and handles investor communications and outreach.

Prior to joining NLEP, Ashley worked for the Bossier Chamber of Commerce as their Government Relations Director. She was the Bossier Chamber’s first registered lobbyist and launched their government relations department. Ashley advocated on behalf of local interest in the state legislature and during annual visits to Washington D.C.  She also served as the director of Bossier Youth Leadership, a program that invests in growing the future leaders of Northwest Louisiana.

Ashley is member of International Economic Development Council Young Professional Committee and the Northwest Louisiana Manufacturing Managers Council.  She is the co-founder and co-director of the Cinderella Project of Shreveport, a nonprofit that provides free prom dresses to junior and senior girls in Northwest Louisiana.

Ashley received her Bachelor of Arts in Political Communications from the Louisiana State University in Baton Rouge. Her strong commitment to North Louisiana led her to return after college and promote growth and improvement in her community.  Busada was honored with the “Top 40 under 40” Award for Northwest Louisiana.  She is pursuing her Certified Economic Developer’s designation.

Zazell 'Zell' Dudley

Caddo Parish Initiatives & Business Development

With 30 plus years in business, real estate, engineering, and supply chain management, Zazell Dudley leads the economic development initiatives for Caddo Parish, the most populous parish in North Louisiana.  Dudley manages business attraction and recruitment of new companies and site development efforts for Caddo Parish. Zell also oversees the energy and chemicals sectors for NLEP.

Prior to joining NLEP, Zell was the Managing Director of Kennedy Wilson, a Beverly Hills, CA based firm, responsible for a $40 million Northwest Louisiana equity and real estate fund.  She embodies Louisiana’s entrepreneurial spirit by owning and operating successful business ventures.  Zell brings to NLEP experience and relationships forged with several Fortune 100 companies: Amoco (now BP), Dana Corp, LTV (now Lockheed), Mobil Oil, and Corning Incorporated.
 
Dudley earned a Master of Business Administration from Dallas Baptist University and a Bachelor of Science in Petroleum Engineering from Louisiana Tech University.  She received numerous honors as an entrepreneur, including “Top Ten Small Business of the Year” in 2002 from the Greater Shreveport Chamber of Commerce, “Emerging Company of the Year” in 2000 from The Minority Business Council and “Female Company of the Year” in 1999 from the Shreveport Bossier African American Chamber of Commerce. Currently, Zell is a member of the Industrial Asset Management Council (IAMC), and is pursuing her Certified Economic Developer status (CEcD). 


Alberta Green

Organizational Strategy & IT Initiatives

Alberta Green oversees NLEP’S companywide strategic plan and initiatives to recruit and support technology companies in North Louisiana. Green leads NLEP’s implementation strategy to develop a vibrant technology ecosystem along the I-20 corridor.
 
Before joining NLEP, Alberta worked with Centurylink, a Fortune 157 company. She was employed as their Lead Organizational Effectiveness Consultant and Sourcing Recruiter and managed the Incumbent Worker Training Program grant. Prior to joining the telecommunications gaint, Alberta served as the Director of Career Connections at the University of Louisiana at Monroe and developed several career placement programs.
 
As a consultant, facilitator and Licensed Professional Counselor, Alberta’s extensive knowledge in the areas of Strategic Planning, Organizational Effectiveness, and Business Development, has earned her a reputation of excellence. Alberta currently serves on several boards, including ULM Foundation Board, Ouachita Business Alliance and University Health Conway. 
 
Alberta earned a Bachelor of Arts in Humanities and a Master of Arts in Mental Health/Career Counseling from ULM. She was named the 2015 Rising Young Alumni at the University of Louisiana at Monroe. Alberta was also honored with the "Top 20 under 40" Award for Northeast Louisiana.

 

Michele Riney

Michele Riney has nearly 18 years of experience in office management, human resources and accounting. She manages the operational, human resources, and general fiscal activities of the NLEP. She has been tasked with the responsibility of ensuring NLEP operates as efficiently as possible.

Prior to joining NLEP, Michele worked for Delta Airlines as an international reservations specialist.  Her prior experience also included working as a database manager for Burnett’s Staffing; as a personal assistant for Dallas-based Ashwood Investments; as a human resources/accounts payable specialist for Atlantic Industrial Services; and as human resources assistant for Datatrac, Fort Worth, Texas.
